Secretariat General

Responsibilities of the Department

·         The General Secretary of Çorum Chamber of Commerce and Industry is the highest executive administrator, in accordance with Act no:5174, the Internal and External Regulations of the chamber, and also the within the framework of responsibilities assigned by the Administrative Board.

·         General Secretaries, although they do not have the vote, attend the meetings of the Administrative Board and Council of the Chamber. They are supervisors of the chamber personnel with respect to work place discipline and personnel records.

·         Administrative Boards can assign as many assistants to the General Secretary as required. When the General Secretary is not in the office, Vice General Secretaries carry on his functions.

EU and Accreditation Department

Responsibilities of the Department

·         To follow the projects of the European Union and perform related tasks, to follow the related publications.

·         To follow up the accreditation activities of the Chamber and perform the related rasks.

·         To keep the Chamber website regularly updated.

·         To perform tasks related to the Quality Management System, make announcements to the related departments, and prepare the related documents.

·         To perform the tasks related to the honorary office of IGEME (Centre for the Development of Exportation) and MPM (National Productivity Centre) representative.

·         To make the announcements related to trade fairs and coordination of the preparations for these fairs.

·         To perform the entry of books, booklets, journals, and similar publications sent by organizations into the library system of the chamber and announce these in the Chamber Website.

·         To follow up information received through mail, fax or e-mail concerning trade fairs home and abroad, to announce these through the same devices of communication.

·         To announce tenders opened for various supplies to the chamber members who operate in the related sectors.

Foreign Trade, IGEME, MPM and SME Department

Responsibilities of the Department

·         To follow the projects of the European Union and perform related tasks, to follow the related publications.

·         Since 1999, Çorum Chamber of Commerce and Industry has undertaken to be the honorary representative of organizations such as the IGEME and MPM, in order to serve its members better. The chamber carries a constant dialogue with the MPM (National Productivity Centre) with the aim of increasing the productivity of enterprises which are members of the chamber and providing the members with the necessary education and aid in development of the necessary conditions. The chamber is thus able to offer its members information and training services as required by the members or the current conditions.

·         It is today generally known that, in order to have strong economies in the globalized world, the countries have to orient their production towards exportation. Because of this, the chamber offers a range of services, within the framework of services as again the honorary representative of the IGEME (Centre for the Development of Exportation). The most important of these services are seminars for training on foreign trade, distribution of country profile books prepared by the IGEME, al kinds of publications related to the preparation of documents used in exportation, information provided to companies concerning the IGEME support on market research and training, and the providing of information support on the creation of infrastructure building and books on research concerning various sectors, as required by the members.

·         In addition to these, this branch office of the chamber announces the exportation and importation demands to the members periodically,

·         Collects statistical data concerning foreign trade and provides these to the members as required,

·         Follows up the regulations concerning exportation, importation,  and customs, regulations of exportation aids; and provides written or oral information to the members on these issues as required.

Department of General Services

Responsibilities of the Department

·         To receive all documents that are delvered to the Chamber,

·         To receive all kinds of documents, parcels, etc. delivered to the Chamber by mail, cargo services or by employees of entrepreneurs.

·         To deliver all documents and invitations from the Chamber to the related places,

·         To keep an archive of all documents received from internal communications of the chamber or external communications.

·         To maintain and repair all equipment belonging to the Chamber,

·         To arrive before the personnel in the mornings and prepare the chamber for daily work, and leave in the evenings after performing the necessary checks,

·         To prepare meeting rooms before Chamber meetings, provide the devices and equipment necessary for the meetings and serve refreshments to guests,

·         To open files for new registrations and to enter closing information in the books.

Department of K (Transportation) License, Work Machines and Current Pricing

Responsibilities of the Department

K (Transportation) Licenses

·         Examination of applications for K license, approval and receiving of application files,

·         Facilitating the completion of the documents necessary for K license application files,

·         Checking in the K license files of the receipts of the amounts deposited in the Ministry accounts, facilitating the return of over-deposited amounts,

·         Checking of whether the K license fees are deposited in the Chamber cash desk,

·         To print out the vehicle card, vehicle document and authorization document related to the K license and have these approved by the General Secretary,

·         To add or delete vehicles in the K license upon the application of the member,

       Work Machines

·         To register them in the Chamber registration books upon the application of the related person(s),

·         To record the Work Machine registration document prepared by the Chamber in the document records,

·         To record the work machine in the computerized source accounts.

·         Determining of current prices, performing of price research in order to facilitate the purchase of goods and services at moderate prices in public tenders.

Chamber Registration Department

Responsibilities of the Department

·         Registration of announced real or corporate legal persons to the Chamber in accordance with the Chambers Act no: 5174 and related regulations,

·         Transfer  of new registrations to the electronic medium,

·         Provision of required information and documents in accordance with the regulations no: 5174,

·         Preparation of necessary documents upon the request of the member, in accordance with the regulations no: 5174,

·         Recording of documents, prepared by the departments of the Chamber upon the request of members or public organizations, in the Chamber books,

·         To respond to company information requests from public organizations, in writing or orally as required,

·         Confirmation of continuing registration with annotations to the various related documents,

·         Follow- up of changes in the state of companies and make the corresponding changes in the records,

·         In case of information provided by the company or by related public offices concerning bankruptcy, performing of the necessary procedure in the Chamber files of the company,

·         In case the apprentices of Chamber members attend vocational training, registration of apprentices, keeping of apprenticeship files and perform transfer procedures,

·         To approve social security forms in accordance with the records of  the member,

·         To make the necessary changes in the records of the member as required by the conditions and transferring of these to the electronic medium.

Personnel and Financial Procedures Department

Responsibilities of the Department

·         Performing of the budget and accountancy tasks of the Chamber on the bases of social responsibility, character, continuity, periodical nature, financial measurability, cost, objectivity and documenting, consistency, full accountability, priority of essence, significance and precaution.

·         Preparation of the Chamber budget which includes the annual forecast of income and expenditure, and presentation of the budget to the General Secretary,

·         Within the year, presenting transfer proposal for processes and items that exceed the budget, requesting additional or extraordinary funding,

·         To have the books for salaries, general accounts, constant assets, and auxiliary books approved, keeping and making the necessary entries into these books, and having them bound at the end of the year and archiving them,

·         Preparation of balance reports, budget income-expenditure follow-up reports, balance sheets, safe reports and bills of expense,

·         Accruing of Chamber income and expenditure in the first month of the year and provision of the performing of collections and payment in accordance with the budget,

·         Accruing of Chamber income and expenditure collected or paid by the cash desk, printing and preparation and archiving of collection and payment documents, debit notes and other related documents,

·         Determining of the amount of money to be kept ready at the safe in the first month of every year and deposition of the exceeding amount in banks,

·         Keeping of accounting tables concerning the bank accounts,

·         Determination of general annual needs of the Chamber and presentation of these to the General Secretary,

·         For purchases of fixed assets and inventoried articles, acceptance of the order of the responsible department staff, presentation of these to the General Secretary and having these taken into the agenda of the Chamber Administrative Board. Upon the evaluation and approval of the Chamber Administrative Board, performing the purchase (with the exception of landed property; purchase of landed property is performed with the proposal of the Chamber Administrative Board and the approval of the Chamber council.)

·         Keeping records of Chamber assets, proper deletion of those assets who have completed their utility life,

·         Reception and examination of request forms presented by the responsible department staff, provision of lacking equipment, and presenting of the request form for lacking equipment to the General Secretary. Performing the purchase of products on approved forms from the approved contractors,

·         In case of purchases of services, provision of the services by adhering to the list of approved contractors and the nature of the required service,

·         Preparation of travel allowance tables at the beginning of each term and organization of the travel allowances of the people commissioned out of town by the Chamber Council, CEO of the Administrative Board or the General Secretary, and payment of these allowances one day in advance of the trip if necessary,

·         Having the number of students to be provided with scholarships and the amount of scholarships approved by the Administrative Board, follow- up of the scholarship procedures within the framework of related regulations,

·         Performance of all procedures and keeping  of  files related to the appointment, promotion, disciplining, discharging, social security and retirement  and related relations of the Chamber personnel,

·         Completing the paperwork related to the salaries, over-time fees, premiums, aids in case of birth, death or marriage and keeping records of these,

·         Keeping  records for the annual vacations, health and social requirements of the Chamber personnel,

·         Having the constant material assets and financial assets insured for security with the approval of the Council,

·         Confiscation follow-up of those who do not pay the debts they owe to the Chamber or those who are fined by the Chamber,

·         Monthly preparations and payments of condensed declarations,  VAT declarations, Social Security documents of the employees, Turkish Association of Chambers and Stock Exchanges social security premiums, association fees for Turkish Association of Chambers and Stock Exchanges,

·         Attention of revision meetings of Çorum Chamber of Commerce and Industry, implementation of decisions taken in these meetings or provision of their implementation,

·         Recording of the activities of the Chamber in tables,

·         Archiving of announcements and newspaper coverage about the Chamber,

·         Preparation of invitations for and organization of meetings gathered under the auspices of the Chamber, sending of invitations to the relevant organizations,

·         Coordination of meetings vocational committees and keeping the records of these meetings,

·         Announcement of press conferences and press announcements.

Department of Collecting

Responsibilities of the Department

·         Declaration to the members of the accrued and cumulative Chamber membership fees twice annually, in June and October,

·         Accruement and collecting of memberships fees cumulative memberships fees,

·         Declaration to the members of changes in their degrees and collecting at the beginning of each year,

·         In case membership fee bills are returned, the follow-up of these and their entry in the member files,

·         Accruement of the fees of new registrations and their collection,

·         Collection of fees for documents provided upon the request of the member,

·         Preparation of mail records for daily mail and recording of the cost of daily mail in these,

·         Closing procedures of the Chamber registry of real person merchants,

·         Deposition in the bank of the part of daily collections that exceed the amount determined by the Administrative Board for keeping in the safe,

·         Execution of payments authorised by the Administrative Board upon the order of the General Secretary or the Financial Procedures and Purchase Officer,

·         Reminding the General Secretary, or in case he is not in the office, his assistant, of the actions that have to be taken concerning bank deposits and act upon their orders,

·         Upon orders of the General Secretary, performing of the necessary procedures for drawing of funds from banks,

·         Determination of members who do not pay their membership fees on time, their follow-up and performance of collection.

Department of Commercial Registry

Responsibilities of the Department

·         Registry and declaration of real and corporate legal persons within the framework of Turkish Commerce Act no: 6762, Commercial Registry Regulation, and other related regulations,

·         Preparation and archiving of registry files of companies,

·         Provision of the documents and information requested according to the Turkish Commercial Act and Commercial Registry Regulations, performing of information and intelligence work,

·         Upon changes in the situation of real or corporate legal persons, registry of these changes and performance of Pledge of Assets procedures,

·         Provision of the information requested in writing by various public organizations about tradesmen and preparation of the required documents,

·         Reminding companies who are detected to have a trading character of the necessary legal procedures for registration to the Chamber and commercial registry, registry of those who do not perform their duties on the initiative of the Chamber,

·         Acceptance of registry of first establishment and changes for publication in the Turkish Chamber Registry Gazette,

·         Follow-up of the changes in the situations of companies,

·         Confirmation of active continuation of registry records with annotations on various documents,

·         Provision of copies of Chamber registry gazettes,

·         Provision of information concerning Chamber records of individual merchants requested by third parties and preparation of relevant documents,

·         Registration of the state of companies which are declared to be bankrupt by the relevant offices.

Department of Commercial and Industrial Statistics and Research

Responsibilities of the Department

Capacity reports

·         Preparation of the capacity report, which describes the production capacity of public and private sector organisations that engage in industrial production and is valid for three years after its approval, according to the required criteria and sending it to Turkish Association of Chambers and Stock Exchanges for approval,

·         Revision of outdated capacity criteria that are and criteria development for areas where none exists,

·         Revision of outdated capacity reports and reports that need renovation,

       Various Expertise Reports

·         Expert reports on materials imported within the framework exportation support documents,

·         Expert reports on whether products on whose exportation there are restrictions can be manufactured within the company workshop,

·         Expert reports concerning exportation process,

·         Expert reports determining the amount of imported materials used in each unit of the goods to be exported in accordance with the temporary provisions of Customs Law, and expert reports on whether machinery sent for repairs is actually repaired,

·         Expert reports prepared in accordance with the customs declaration on machinery and equipment to be sent abroad for repairs, maintenance or calibration,

·         Expert reports that enable time extension in case imported goods are not export within the allotted time,

·         Expert reports that enable the returning of imported goods that failed to meet the specifications,

·         Expert reports for cancellation of VAT on machinery and equipment imported within the framework of exportation support documents and also on whether the equipment in question is mounted,

·         Expert reports prepared on the request of Customs Administrations. Expert Reports on the sufficiency of companies who are members of the Chamber to participate in public tenders.

·         Expert reports for determining shrinkage ratios and unit consumption ratios,

·         Expert reports on the current prices of the assts owned by the members of the Chamber,

·         Expertise reports that determine “the actual amount of usage of the product in question” requested by the members of the Chamber for submission to General Directorate of Import of Foreign Trade Under Secretariat, with the aim of assisting determining the quotas on company basis for the materials to be imported on tariff capacity basis,

·         Expertise reports required for the completion visas of investment support documents,

       Other Services

·         Preparation of actual consumption document,

·         Evaluation and approval of SME support credits,

·         Approval of exportation and importation documents,

·         Determination of shrinkage ratios,

·         Determination of the age of used machinery to be imported in accordance with the requirements of Customs Directorates and preparation of the concerning reports,

·         Value estimation requested by public organizations in accordance with the Public Tenders Law,

·         Bill Approval Procedures: The approval procedures of the current price compatibility of goods and services, used in the construction of public buildings, which are not in the current price lists for construction annually announced by the Ministry of Building and Housing.

·         Provision of information to related organizations, by vocational committees or after market research, concerning fees or past pricing, required by courts for cases or by inspectors of various organizations for inquiries,

·         Examination of medical treatment bills of civil servants, retired civil servants, employees benefiting from Social Security and their relatives whose care they undertake, and confirmation of their compatibility with current pricing.
